Harrison Jones does not offer quests to a level 10. Tested. According to Wowhead, all of his quests require at least level 40 to obtain.

Do you remember where you read that BfA BoEs can't be equipped at 10? If you're referring to this thread, that seems to be regarding max level BfA epics that, no disrespect meant to the poster, judging from their item stats, should have been evident they were not intended for use by level 10s...

I had something similar happen to me 2 days ago. Despite the chest clearly being present for one toon, it wasn't visible to my 1. My 1 wasn't inside when the chest was initially looted, so I'm not sure if that made a difference because later that same day at a different time I was able to...
