so a slayer's skullcap head gear dropped while i was doing the stonetalon quest line. is it rare for f2p's ? mail, requires level 13 but wowhead says requires lvl 28 to use it.

i know this isnt the right place to ask but is the fel forge set still obtainable? been away for 4 years i dont know whats the best gear for f2p atm
