So in short... XP off bg's are most active at 29 (probably because of all the free toons?) and 19? And arenas are active everywhere?

HI all. New guy here. I was wondering if anyone could tell me what is the most active pvp bracket at the moment? Both Arena and BG. XP on and OFF. Sorry if there is already a thread about this. I failed to find it.
