I tried - it does not work as Horde.

Make certain to share with as many people as you can, including your 100's. That way sharing is much easier. There are also some horde who have this quest - including my 10, Msioerror. It sure makes it easy if you transfer to ally. AFAIK no horde has ever received the award through gm's.
