I don't recall them being able to roll 4/4 back in the day. Same with the Tundra Rings/Necks rolling 5/5. I'll be waiting on seeing some evidence as well.

As far as I know, most 29s I know are just waiting for Classic. Retail 29s might see an increase in activity if the level squish makes things interesting, but I wouldn't count on it. You are probably better off getting some Classic coordinators ready to go. I think Miles should get 29s...

I've tested world rares. It appears that rare-specific loot can proc upgrades. That includes green items that are specific to the rare.

I got an epic Cudgel of Naralex proc on my 29 during my first turn in test with Visual being right next to me. Greens to epics confirmed boys.

I am of the opinion that the item is part of a botched GM restoration, especially since the individual that sold it seemed to have very little idea of what it was worth. It is known that GMs have the ability to scale items. Good luck to whoever wishes to figure out how to obtain them though.
