Thank you for your detailed response. I think you may be correct. I made a monk, but it's level 10 and I skipped intro, but did Orbidos as you said until flight path unlocked and the dungeon drops ilvl 30 gear so that may have been the case, I skipped both on my warrior.

Anyone know why necrotic wake only drops level 50 gear for my level 11 warrior? I tried having an 80 join to get legacy loot enabled, which it did, but whether the 80 is inside the dungeon or not, and even solo the drops are level 50 only. The other dungeon spires of ascension shows ilvl 30 gear...
