Technically, it's possible to recover some information after an account has been hard deleted through SQL queries, e.g creating new accounts, assigning a new user id and posts to that username, rebuilding caches, etc. However, the only way to recover everything would be to use a backup. Hence...

You're supposed to enforce the current rules in place until you have made desired changes to them, not just entirely remove them and allow the staff to act at their own discretion. Doing so just causes backlash. Pitiful.
