If you have your xp locked your going to get kicked, the only reason Twinkkit's group didn't get the reduced xp buff is because hes till has the old buff, like i've said theirs currently a bug where the old buff is not re written by the new one intern causing half of the people to have results...

If you would of read what Ferender and I spoke about currently their are a few factors that go into new buff (The one that applies the buff to everyone else) being overwriten by the old buff (The one that doesn't affect anyone) I've seen multiple people say "Oh I tried it and it didn't affect...

This news is only recent so they might just have a rough implementation of the buff and will force a buff re-write when 8.2 comes out when they have time to finish writing the final code for it

I assume so due to it sometimes not updating the buff whenever characters are transferred over to the PTR, so either the server is not force updating the buff whenever logged in (Since the xp off buff is permanent no matter what you do until you talk to the npc to turn it back on) Or possibly...

I'm assuming they tested it, but weren't on the PTR lmao or sometimes currently the person with their xp turned off has to turn on their xp gain, then turn it back off for the new buff to be applied to everyone else (Ofcourse going to be fixed when the patch comes out)

I'm not sure because whenever I got into a group after waiting in a queue for a while everyone in my group was like "Wtf is up with this xp gain" and they had the buff saying somebody had their xp turned off

I mean it would lol, the news is already spreading pretty fast so i'm guessing soon a majority of people will know about it and the people who dont will complain in dungeons then get informed why, or xp off people will just get auto kicked from dungeons

Only if not everybody in the group will get a buff that explains to them that their xp is going to be greatly reduced due to someone having their xp turned off...

Yes I personally have, and others have got into groups to test it, its all nerfed if someone has their xp turned off

Its with every single level bracket and everything, if theirs someone with xp turned off in your dungeon/instances/raid then you have a reduced 95% xp gain from EVERY source, including mob xp, boss xp, completion xp, bonus xp etc.

Its because its a TWINK, it makes them money because people will buy WoW tokens to pay for a boost, just like what they do with a 110 boost for 60$. And thats exactly what they did, people with xp off (Twinks) and people with xp on (Normal people) are in two different brackets, but the queues...

The whole point in twinking is to be the best you can be while not being at max level, blizzard has been fine with twinking since classic but now for some reason its bad? Scaling itself works extremely well and blizzard has even said that they love scaling and how it works thats why they applied...
