I am farming them from rare elites in STV on my lvl 29. They are not better than the blue gear from dungeons though. The exception is the glove gear as you can enchant +11 stamina on them.

You can track multiple things at once. Not tracking humanoids and beasts is handicapping yourself.

Hunter tracking so that you can see enemies on your min-map. If you have not used tracking before it will revolutionise your game play being able to track the movements of the opposing team.

Admittedly that SS is my hunter fully buffed and also has +5 Agility from the Valentines only elixirs, so my numbers are not normally that high. Here is my build, I rarely swap it nowadays as it I find it's the best for damage while still giving me some survivability. I don't have legion...

It's such a popular class for BGs I don't think there is any definitive best option. Personally I try to get my primary stats above 200 and stak as much crit and vers as possible.
