The only way to get the Gnomish/Goblin engineering items is to get a higher level toon who can take the Gnomish/Goblin engineering quest to craft the item. Then you send them to your 19 or below. Must still have the required skill level to equip it though.

If they're not entering combat you can report them afk, and then they have to do something or they'll be kicked from the bg. If after that they just enter combat once then go back to being afk, get 4 other people in the bg as well as you to report them afk and then they'll automatically be kick...

I'm tempted to test it out, but I can imagine it will take a long time to get results. Everyone knows how long it took to get one Impatient, Adaptable, Decimator piece from BG boxes, I suspect this will be similar.

I made them all on Beta, have not tested changes from Live > Beta. This is all from leveling Engineering from 150 - 300 on my 19 Hunter on Beta.
