Edited out the Love is in the Air dungeon necks as they are no longer available. Yes, if you do not have a armor specific helm it would be best to get LFH. I will do some more research on the 10% stat bonus but I believe that it is necessary to have your armor specialization in every slot.

19 is by far the better bracket. However if you are f2p you have to play 20 as you cannot lock your xp and play 19s.
