You don't have to have eng at all to physically have a belt with the tinker in your inv. You just can't use it.

It might be a little wonky for you but try hitting it in diff spots farther back from the full line and see if that'll work due to your ms being a little higher than the optimal ms.

You have to hit trade milliseconds before the bar fills up. It'll look full when you hit trade. It's hard that why I said in the video it's not always that easy. Just keep at it, what's your ms?
