Sounds like you just got really unlucky. I got it on my lvl 30 and booster in the last year. It’s even possible to farm it with soft reset (which is how we got them back in the day).

It should work solo or in groups. I think the issue you're having is with clashing add-ons. I haven't got around to a UI yet. Type "/ll" in-game to see list supported slash commands. You don't need any zone numbers -- e.g. when using 'zone' filter it uses your current zone.

I would suggest just banning grandfathered enchants. I don't think any of the available enchants are too game-breaking at level 20. Also, didn't see any mention of it, so I assume ooze and totem are allowed? Nevermind this would fall in bugged items ..
