No, the item remains Soulbound when you take it to 0 durability and log out and in, where before it would unbind and you could trade/mail/whatever. so to answer my own question, Blizzard did fix being able to exploit runeforge enchants and shammy temporary enchants onto weapons in 3.1

i was thinkin more of the Runeforge/Poisons/Shammy enchants on white weapons exploit. finally got my PTR client up to date tho and gave it a shot, items stayed soulbound after taking it to 0 durability and logging. transferring my DK over with a WF enchanted white weapon to see if...

asked in comments, havent seen an answer tho. did they actually FIX being able to do the exploits, or did they just band-aid it with character level requirements? i havent updated my PTR client for a few builds, so i havent had a chance to check if its fixed or not

to answer the question of "why people hate twinks" its easy. lowbie (10-18, 20-28, etc) goes into BG for fun, gets GY camped by twinks, says "ITS NOT FAIR" and qq's personally im 50/50 on twinking. i think maybe 70% of the ones on Moonrunner/Shadowburn BG are terrible, rely on stacking...
