I'm not sure how bad pops have gotten, I haven't played in a year or so, but this would be less than ideal at level 19 or so I'd say. Though it could work as even those game are rarely balanced. Interesting idea, but I doubt blizz would support it.

Agreed, both teams should have taken measures well before the tournament to protect their IP addresses, unfortuntately for many this was a new thing and once it started happeneing it was too late.

Their IP addresses were already known at that point, the only way they could have prevented the DDoS was to change their actual IP which can take a bit of time.
