If you can get 840+ legs, shoulder, and bracer all with very good stats (like sockets and leech), it is worth it to give up the main stat loss. Otherwise, just use wod gear + the ilvl 800 legion blue legs

Breakpoints for ticks have been out of the game for a while. The last tick will occur right when the dot expires, and will reduce the damage proportionally to how early it was. As for other breakpoints, I have not simmed this but I would look at your global cooldown and not get too much haste...
