Can't proc? What do you mean? Do the sockets just not work?

I'm not sure. Things like The Untamed Blade are going to give insane damage procs, which simply out do most other weapons. I'm probably still going to keep twinking this character, but its just really annoying to not be able to get some gear.

So I'm just stuck at a disadvantage forever? Can this be avoided by making a level 19 twink instead or will I encounter the same stuff?

Is it possible to get gear from Classic or BC raids while level 29? I saw a guy with The Untamed Blade in a dungeon who was capped at 25.
