Wowhead shows Destiny dropping from mobs inside Blackrock Spire instance. So since a 39 can't go in there not sure how a usable one would ever drop.

I don't get why blizzard creates these huge disparities between classes and specs at lower levels. Take mages, arcane does say 210 dps, but then fire does 80dps. So the new player who creates a mages and does not know any batter and specs fire to level it is going to take him over twice as long...

You can use Weightstones instead of sharpening stones. But since nobody puts them on AH you would have to level a blacksmith likely.
