Burst has always been the culprit in Cataclysm. Look at videos made in BC and even Wrath and compare them to Cata ones. The burst is just through the roof. If this issue is not fixed, then it won't matter what Blizzard does about anything else.

I would agree with Bwappo on the 70-74 bracket. Very easy to get 90% geared and get a taste for how you like the bracket.
