I noticed the higher my 120s got the easier it was to level my alts. Not sure if this is still the case. My 120s are upper 40s, 110-111s are low 40s.

Blizz is the one doing the actual transfer of the character, not you. In fact, you're paying them to do it. I find it hard to believe they'd punish people for a paid service. I see this as different than if you were doing some in-game exploit that would warrant a ban, like duping or playing...

My 110 war in M Ant gear stomps people hard enough, no need to transfer a BFA toon just to have the risk of being reported. Someone posted a blue post about how you couldn't do this either, weird.

Do you kill Harlan at the end? Swap in some solid single target trinkets just for his fight. When you get to the bridge leading to him just make a macro to swap in the gear specific to his fight only but don't forget to swap back after you exit the dungeon (like I've done a number of times)...
