Yes. Given the info we currently have, It's fair to assume the lvlcap is 20. Besides. We're gonna play the lvl cap whatever it is. No rush
Still, I agree with the levling prep. The best prep is to just stock up on enchants, gems, get AlchyPot and other proffession stuffs.
