Just the hunter players abused the system. SL 20's was probably the best bracket to ever exist.

We played against levelers, ALL F2Ps / Vets abused it.

the 2-3 leveling players we did see either used the experience reducing trick or went back to questing until they hit 30.
the majority of the players were level 20.

100%, not everyone is happy for unbalanced games. Some just want to play old toons in bgs just like you guys
