You could use the cata legendary staff and some more proc trinkets that do dmg. chest shoulders and helm could use sockets.

I have Dragonwrath but am unsure if its proc still functions. Chest, shoulders and helm I am using Azerite Pieces - which I think is better than gems? Those pieces provide a loss in HP when i change 'em

I forgot how azerite traits work, nvm that. I know Dragonwrath is bis for regular TW dungeon sets so.
