Yes! With Lorewalking atm, you get scaled up to a higher lvl similar to the Korracks event. Once in LOrewalking, use the same methods used to get into Magister's Terrace. Good luck!
Nope! Enjoy this window of opportunity before it gets changed. You can also do other fun raids, dungeons and zones while inside Lorewalking. Tame those pets before this gets patched lol.

Black Morass was the only one I tested outside of getting the ribbon cause I was looking for more pieces for the set bonus like you are.

no one really knows when low levels could get into ICC, could have been within WOTLK?
what got it nerfed for us was when asmongold reacted to videos of level 70s clearing ICC. https://www.youtube.com/playlist?list=PLTvgBJygle6wfM7HjaK_tkES_EZCRSrGe blizzard jerked then nerf gated ICC, so even 70s or lower could no longer enter.
