Socketed Cloak

I would think grouping with a high level player and going to Tanaan is going to be your best bet, once there it will depend on your luck.
Otherwise I would think greens are purely random world drops that you have to get lucky that the random mob in the open world mob drops any item more or less a cloak that procs a socket.
 
There’s 2 capes in BFA that you can try only once per character to try and get a lucky socket.

- Sauroscale Cloak of Adaptation

- Garyls Riding Blanket

There’s 2 capes in Tanann Jungle like Eleven said. You can try them once a day. You need a high level character to kill and trade to you. You need to participate in the fight by healing your high level or trying to damage the mob in order to trade it.

- Haunters Kurzed Cloak

- Steelsnouts Steely Hide

You can farm mobs in Legion like Kobalds that can drop green iLvl 25 capes that can proc a sock.

There’s some WoD Apexis rares that you can farm once a day. Google Betis twink guide if you haven’t seen it lots of good info. Prolly 80% up to date.
 
I seem to recall Fallhaven Pig being the BiS farm for BoE green cloaks.
Head there witha farmer 2 levels higher than your toon's & May RnJeezuss bless you.
For rapid transit, a Druid may set their hearth with Athair , who is just nearby the Farm.

There's always the brutal solo-grind for an Epic Legion Cloak drop. Your best chance at farming up one, or any of the BoE Epics from Legion:

or Candlebois in Highmountain - https://www.wowhead.com/npc=96774/bluewax-graverobber at 55,46
For these, you'd head out on your toon themselves, as the epic BoE's drop at your level.

WoD capes are a bummer, as they have a specific mainstat on them & don't mold to the wearer, but the 'Apexis Rares' can be farmed daily.

Don't remember where to get an Int cape from, but since you're a Bear that shouldn't matter.

I got an epic boe yesterday on my warrior that dropped for a level above me but unsure if that's because I'm level 11 or because they always drop 1-2 levels above you

Where were you?
The Legion E-BoE's will always drop at your exact level, but this is not so with the other xPacs, Classic / TBC , etc.

I’m 99% sure that used to be the case (that it would require the level of the toon it dropped on.)


I’m 100% sure that it now goes in chunks. Level 11-15 toons will get legion epics that require level 12 to equip. Which perfectly explains Athena’s unfortunate situation.


Pretty sure this all changed when they made the f2p PvP bracket change and broke every level 20s gear requiring level 21 to use like 1-2 years ago.
