Runeblade of Baron Rivendare health regeneration question

I finally got the Runeblade of Baron Rivendare on my paladin but I can't really see the health regeneration the blade bestows on it's user. Unlike the shadowlands revitalizing gem procs that will both show on the character icon and in the combat log there is no confirmation of the regen at all. Does it only work when my max health is missing on the character or is it bugged?

Iirc to see the numbers in a combat log i think you need an addon. Someone tested it and you can equip the sword after like 3 seconds or so so the heal doesnt stack with gem, but you have to have missing health to see it heal or something

And if you were curious, the hp5 scales off of Spellpower (which is why I have a +1 sp shoulder enchant). Spellpower is rare to find though since the majority of that stat has been converted to Intellect.

How well does it scale? For a meme type build would it be worth it to maybe target SP enchants, socket bonuses etc?
