Y, its for MW Monk lvl 10
Ok, I suspected you'd made some kind of error (eg relying on Wowhead scaling, which is not always right) but you are correct. I logged in with my 10 MW Monk and the Elemental Mage Staff is, as you list, ilvl 51 and 4.3 DPS. Confusingly, there's a BoE Epic Elemental Mage Staff, which is unrelated.
I have no idea why the DPS is so high on this. To compare, a 2H TW drop is 2.1 DPS and ilvl 56.
So I honestly don't know which is best but since Classic TW goes away tomorrow, I'm going to buy a bank one and maybe test one at some point. I just did some rudimentary tests on a Training Dummy and this is what I found:

Auto-attack 56/115 61/127
Spinning Crane 23/46 29/58
Blackout 80/167 101/205
Notes:
- Damage numbers are approximate. They can be a bit above or below that
- The two numbers are non-crit/crit
- EMS is the standard vendor Elemental Mage Staff (ilvl 51)
- SFS is Songflower Staff (ilvl 56, 2.4 DPS, +27 Int, +6 Crit, +6 Vert) from TW Dire Maul West
- With SFS, monk is 109 Int, Haste +21.7%, Crit +19.07%, Vers 14.64%/7.32%
Conclusion: int seems to win in every way.
