It drops from party sync quest chests. Get in a party, turn party sync on, and run quest zones you've already completed in the past. Certain quests have a chance of dropping a crate, then from that crate you have a chance of dropping the carving.
The quests that have a chance of dropping the crate only have that chance once a day, meaning you cant just redo the same quest over and over, you'll have to do multiple zones a day if you want to farm this.

i heard from somewhere that once you get a chest, you have to wait another day to be able to get another chest? or is that misinformation?

This is true, 24 hr cooldown on chest eligibility for each quest.

To clarify a bit more to what Ohti said. You can only get one chest a day (24 hr cd) for each quest.
