39 PoD Shaman or Warrior?

Just came across a super cheap PoD and would like to start a 39 Warrior or Shaman.

I mainly play 19s and I love my warrior and really enjoy playing arms, I've even played 39 arms back in cata/mop but never in classic..

Is arms worth putting the PoD on?
I'm Horde, what's the best race for either choice?
I don't get TOO much time to play so this would be a huge commitment for me, hence why I play 19s, and want to make sure i don't regret it.

As someone who's rolling both and played a PoD War during BC, I think War is the 'best' answer. As Horde though I think everyone should roll a Shaman at some point, and PoD Shaman is a good time for sure. Still, Elemental is the stronger spec and comes out as one of the best in the bracket whereas Enhance is sorta gimmicky.

If you want to make a 39 War though, there's no doubt that PoD Arms is the best way to do it.

The other kinda obvious point to make is that Warriors are exponentially better with backup and somewhat reliant on it. Shaman is the jack of all trades solo hero class.
