I'm going to try a few more rounds of this on the PTR to see if these can get blue or even purple upgrade. But the first 2 I made were 286, so not that great. On par with TW vendor gear I guess.

Yep, blue upgrade confirmed.
If purple is possible, then it will probably be ilvl 302. Not bad. Doesn't seem the item itself is random, just its quality
Edit: so far I've gotten 2 blues and 20 greens. Not a very reliable farm if you're planing on getting a 300+. Might as well do TW unless you do expeditions on the regular. And I'm not even sure there is a purple upgrade. I'll just stop here for now.

I do like the secondary stats on it tho. Not always an option for TW gear...

229 at 111, This was before a ptr update as well. I was able to get a purple belt, but for the life of me I cant find it.
