Most EU 60s play for PvE.
60s as a whole has died out for many reasons. First, its not the same game most want back. Too many people think 'Ill roll a 60 and do PvE,' until they realize that either boss fights are a joke because they deal x4 the damage a 60 did back in the day, mechanics to fights can either be ignored entirely due to higher healing/hp or they are near impossible to deal with because of core ability changes (Not sure if you were around for the MC Anniversary event, but nearly every boss in there requires a spammable dispel which made many fights hell). Because of these reasons you see "project 60" guilds die out faster than they start because even with people cucking themselves in power/gear they still cannot have enough fun with the content before it becomes either obnoxious or unamusing.
Second, gear doesnt matter. 60s use to be the best place to pick and choose what builds you wanted, and farm endless weeks for whatever your desired gear was. Set bonuses, some sockets, etc. gave versitility to creating a twink. Templates and multiple gear squishes/guttings killed this. In PvP, templates mean everything, and this bracket actually has a HUGE problem with them.
To explain: 60s get a template of ilvl65~, 69's get a template of ilvl155~. Here is the rub, as a 60 in a bg, we scale to lvl 69. We use THEIR template value of ilvl 155, while the maximum a 60 can get is about iLvl 115. Meaning no 60 can get any increase to their template value because we cannot surpass the ilvl155 threshold. With the iLvl squish coming in BfA, there should be a huge change to this - 60s should be ilvl56~, 69s ilvl60~.
The Bracket is actually very balanced in terms of damage throughput. There are very minor cases where some specs are just slightly weaker. I really think 60s could be the best place for Arena tournies with the level of overall balance, but I know many EU 60s dislike Arena more than they prefer PvE to PvP.
