well currently, go for 82 to be the best of the best. that is one of the definitions of a twink. that is, if you arent doing arena or other pve group things. if your a casual twinker that just does your own thing, be the best and that is level 82.

I found this picture browsing through the blizzard forums under battleground. It may be hard to see but this priest is level 82 (based on the number in chat) with over 211k hp. As I said, if it can be done, people will do it.

Your assumption about about mastery is correct. Currently (patch 5.3) if you take the minimum weapon damage and increase that by the minimum mastery of 11%, you would almost 4x the amount of strength to get that value
