Yes there is a chance. It is random. You get either a ring or a trinket, which increases the required crafts to get bis by quite a lot. You can not only craft rings.

You can only use the rings you get from crafting. The trinkets have lvl 50 req.

I believe this post or this one contain the necessary information on getting to Mechagon. Interested in why you are seeking people to tanaan farm with, since to my knowledge timewarped gear / tbc socket gear are better than most items you get from tanaan.

On a lvl 10 some of the Mechagon weapons scale like crazy. I would believe that the same goes for 20s. I'd recommend on getting the Volatile Blaster and using it to do the dailies. If you are not sure what I'm talking about you can check my Mechagon Ring guide for the information ;)

https://www.wowhead.com/item=28118/brilliant-ornate-ruby gives 4 int. I think they are the only ones that do give 4 on a level 10. They can just be bought with https://www.wowhead.com/item=137642/mark-of-honor or you can get them from AH.

From 1 crit you get about 0.3 % crit. 1 SP however gives you couple points of damage (as a mistweaver) so I would say it is better
