But mages don't even get scorch till 26 so why does this matter for 19?

Howdy, I have a 394iL mage but I'm wondering how I'd like to play as a 19 twink. Is this recommended? If not this bracket, what would be the best for a mage? Do twink mages play arcane or frost or fire? Sorry for all of the questions, I just can't seem to find any "cookie cutter" information...
