Even though the Exotic pets taming has been moved to higher levels, I was able to summon the Spirit Beast(Lightning Paw) I had on my level 20 hunter using the Animal Companion talent.
Edit: Unfortunately it was fixed and lvl 20 can no longer summon/tame Exotic pets. The one that are previously tamed will be available in Stable but cannot summon them.
