Get someone to tp you out of starting isle, get 10 lock exp use heartstone finish your quests and then open a ticket saying hey this quest is bugged I didnt get my item. And wollah enjoy your blues.

Do as @Nodoka mentioned. I did that 2 months ago and it still works. Create another account and send it a RAF from your main account with your twink. Get your RAF account to Summon Friend you out of the goblins starting area (make an orc or something).
Now go level up to 10, run to orgrimmar and lock your exp. Hearthstone back and you're set.
The last time I did it, I had no issues with the quests. Maybe they fixed the bug near the end!
Just to mention, logging out while you are away from Kezan/ goblin starting zone might set your hearthstone to Orgrimmar.

I did it this xpac (6.2) without RAF or a lock summon. Just don't wear looms and dick around in wuest zone. Kill what you need and get out.

Booboo and I actually tested this out last night. I can confirm lock ports and logout works to bring a worgen from the starter zone with all facials.
still have to test tonight whether you can phase back in with your hearthstone, didn't get a chance as there was a fire in my apartment building.

You can just run to the edge of the world and jump off, it will insta port you to westfall once you die from falling. Youtube it to see how you escape from the city. However, I believe this only works if you delete your hearthstone.

Sadly, you cannot get back in to complete anything. Your hearthstone automatically gets retagged for (in my case) Stormwind.
I would suggest the same strategy for goblins: don't wear looms, and only do the exact quests and kill exactly what you need to.
