US Returning...Questions

I created a 29 twink warlock around a year ago. I come from the 19s community and decided to make a 29 since they were much more active at the time. I decided to refurbish my 29, and have a few questions.

1. How active are 29s US compared to 19s?
2. When do ques pop EST?
3. How do I que? Seems silly, but what I mean is...do I que random bg or specific bg's? And if random bg, what do I exclude?

battlegrounds pop all day long / activity is idk...weird. on occasion you will face 29 premades but most of the time you will encounter one or two 29 twinks / rest f2p's. queue wsg and arathi + wsg and alterac during the weekend.
