It`s probably either through doing RDFs at a lower level, or they`re just GFed.

I have no idea, really but I believe you`d have to do that yourself before dinging 39 if that`d be the case. I`m educatedly guessing right now, so hold your breath.
Im trying to figure out how to get Vigorous Spaulders of whatever single stat. Ive seen it once but I have no idea how I got it. Can anyone point me in the right direction?

wowhead says that there is no single stat variation of the shoulders. Either the enchant is EXTREMELY rare or someone abused a GM to get it.

I had +17 int, when I actually had it. I remember seeing a thread about it once. Theres a trick to it, something about either que'ing with someone higher level than you or lower level than you, its from getting a random Mara, which one idk.
