Also just as a BIG note, you can only grab the quests if you are a goblin. I have tried.

Great observation, I had a level 1 undead in Kazan but I ported him out because there was no innkeeper and I couldn't accept the quests.
 
Shin, if I race changed into a Goblin, and you helped me enter the Goblin starting area, could I attain the 'thralls gift' bracers?
 
Yes you can still do the quests no matter what level you are as a goblin. you might get stuck on a few but just make a ticket to get the quest completed. also for the class specific quests you need to unlearn your spec otherwise it doesn't work. here is a link to my rogue that i made goblin after i transferred it from alliance to get the bracers. To get to the 'Thralls Gift' Bracer Quest called 'Victory!' , can I Quest my way smoothly to it?

Or do I need to put in a GM ticket along the way as some of the compulsory pre-quests that lead to the 'Victory!' Quest are bugged?

What I am basically saying is that if I NEED a GM's assistance somewhere along the line (Risking a ban) to get the Bracers, I will not do it.
