Mine is a 20 enh shaman but the gear is nearly the same

you may want to use bracers from scarlet halls since they give haste
2x ring of vigourous interruption
11 agi 5 stam belt

and the rest should be the same

EDIT: you may also want to use Vitroblade on main hand
