Population is way up since they fixed bg queues, compared to what it was. 19s saw a lot of new faces when people started to realize that the 20s bracket was never going to be competitive. Unfortunately, like half of them made rogues, did nothing in BGs, and probably got tired of getting yelled at in chat.Thats it? I think 10-19 is also decreasing in activity.
As srs bsns noted above, WoW is losing subscribers. I believe they lost approximately 25% of their subscription base in the first quarter of 2015. It is down to about 7.5 million. I do not know what that compares to in Q1 2014, since Blizzard gained a lot of subs due to WoD. But, I suspect it was about the same as it is now.
In other words, Blizzard gained approximately 2.5 million subs over the coarse of year. And it peaked in Q4. Starter accounts are not counted in those numbers.
So we are sitting at about the same amount of total players that we had in game that we had last year, mid Q2. But, instead of being on an upward trend, the game is on a downward spiral of population growth.

The people that couldn't hack it, probably quit, but honestly the bracket isn't that elitist. If you are a friendly player, that helps your team, you'll get along fine. But if you're a douchebag who sits in stealth and does nothing all game, you'll get a bad rep. Basically, the players that thought they could just do what they normally did as 29s, probably met a lot of criticism and quit.
If population is decreasing, I think that it's just a function of people giving up on WoW pvp in general. That is, I don't think it's losing any more members than, say, endgame pvp is. Probably less percentage wise, since twinks are dedicated bunch.
Anyway, as far as what twink brackets are active: 29s crutch on the trials filling up games, and is non-competitive, so I wouldn't really even put it into the same category as the other twink brackets. It's its own thing. The current twink brackets, as far as I can tell, are 19s and 90s. People are trying to bring back 39s, but it's going to be a building process.

i hear 60s are pretty active but havent really tried it myself.
You should come 80 and try out raiding with my friends and I every friday.
Are you playing in the US? I've been in queue for 70's 10+ hours every day and haven't gotten in even once. On EU there isn't even an estimated on 60 or 70, and you'll sit hours waiting.

My main in Wotlk was my 80 priest twink up until the end of MoP, who is now my only 100 :/
