Go level 19, you have less abilities at level 10 and the scaling of the gear does not come close to being on par of just having a toon at 19 with the full access of gear.

Edit: You also do not get to select a talent which is a huge deal for every class at 19

imo its not worth leveling a level 10, when it takes you 10 mins to reroll a new to 19 . just make a new 19 and dont kill an amazing 10 please.

That 10 is badass why would you level it. Keep it as a trophy toon for world pvp and reroll a 19 you want, you have that guy factioned and everything.
