So, ive been thinking about this for the last couple of hours
people say that Blizzard doesnt really care about lower levels etc, but that is actually not truth at least not 100%
the reason that a class wont be nerfed or buffed is because that they got rid of spell ranking a long time ago and now days they cant really balance X without affecting Y
like feral's bite crit for over 4k at 29s, by decreasing its damage 50% would affect the damage at 100s too, i know it wouldnt be bad doe to the actual state of ferals damage at 100s, but it affects most spells of most classes
e.g brewmasters are getting buffed on their defensive, dont really know why because i dont play endgame, but he is already tankier than anyone at 29s, but nothing can be done since the changes affect across all levels
what comes to mind is Blizzard working on a new spell rank system by their specific brackets 10-19, 20-29 etc
ferocious bites for exemple
the current one: 400% AP across all levels
using spell rank
bite rank 1 (level 6-19) X% AP
bite rank 2 (level 20-29) Y% AP
bite rank 3 (level 30-39) Z% AP
this way they can change numbers at rank 2 without affecting rank 1 or 3 or any other
by doing this will save them alot of time too, since they can slowly work on a specific rank without doing maths and everything to see how the changes will affect everyone else, also it would decrease the amount of balance issues they would potentialy be facing on future, saving they maybe a whole expansion of working on these issues

but that is the only thing that comes to mind when speaking about balance at lower levels, not that i think there is OP classes or anything, but this could also give some constant changes for brackets, since nerf
