I noticed watching some videos that level 70 heroics bring you all the way down to item level 95. If a bunch of level 71-74 twinks were to run these heroics, would they be somewhat challenging again? Clearly in their current state they're a joke with level 100 abilities, but what if there were only level ~70 abilities? Just a thought. I would be willing to PTR test if there's anyone interested.
