Assasination rogues viable?

Hey guys, I was wondering, are assassination rogues viable at 19? I have two assasins blade and I was also wondering if they are best for that spec?

Well In using both my shadow fangs for my 29 rogue and I was gonna use my two assassin's blades for my 19 rogue if assassination is viable.

Doesn't talon scale to higher topend? Before scaling it was pretty useless because its topend was still lower, but even if the speed is normalized the topend is remains unaffected so ambush should in theory be higher. Talon in offhand would definitely be useless especially with elemental force. Not claiming I'm correct either but that it how I understood it.
