This may or not be a stupid question, but how viable would a level 11 twink rogue be if they got 2 Stendel's Wedding Band - Item - World of Warcraft ?

Do you mean viable in WSG with 19s, or some other alternative twinking activity?
I'll say you'd be more viable with Sap and Kick, which you get at level 12 and 18 respectively.
I don't think you'd one shot anyone in WSG. You might do well in wpvp. If you're hellbent on making an 11, rather than a 19, it looks like Stendel's is a good choice, as your only other options are Dread Pirate Ring, and The One Ring. If you have DPR, that might be worth looking into.

Currently the scaling system favors level 19, this is because all items scale up to ilevel 24 so Stendel's Wedding Band is 7 crit at level 19 and at level 11. Therefore going 11 is just gimping yourself with less gear and less abilities.
You lose wpvp scaling above 10
If you're planning on going higher than 10, there's no reason not to go to 19. At 10, scaling means WPvP is great - in other words, a lvl. 10 would be way more powerful than a lvl. 11, unless there was a piece of gear for each slot which had double the stats of those acquirable at lvl. 10, which just isn't true.
TLDR; Stay at 10, or go to 19.
