I exchanged a few tweets with lore from blizzard about wargames not working with xp off and he told me the bug was something they were working to fix.

Imo next priority is /who 19.

Fairly sure previous reason for the change was to counter guild spam addons, they aren't so big any more as there are no advantages to having many members.
