The level 11 and 7 version both scale to the same DPS and same stats so it doesnt really make a difference.

Since assa has really weak damage atm I would say they aren't viable, your better off going combat with 2x swords

4 agility 2 crit, I forget the exact amount of DPS but it should be the same DPS as any ilevel 24 weapon. so stats wise its not geat since assassin's blade has 4 agi 3 crit.

EDIT: its BiS dagger for a 20 f2p assa rogue because it has the highest agility you can get on a 20 rogue but that has nothing to do with 10-19

EDIT: ToV has a bigger ambush and sinister strike in the tooltip so its probably better than assa blade but like I said assa spec is very bad atm so 2x SF is still better
