I'd argue that the winning point would be a competitive atmosphere in a more balanced gameplay environment. You can transfer competition from 19 >29, but can't transfer gameplay from 29 > 19.

What we really face in such a migration is a chicken or the egg dilemma. While "everyone" is at 19, "anyone" will not make the move individually. With the value of the TC rising so quickly, having an additional tourney at 29 could be the driving force in such a migration.

Thats completely correct. But there is also the problem of reputation, and peoples already committed effort and time into the 19 bracket.

Now is it possible to commit to both brackets? Absolutely. And I agree that a tourney in the 29 bracket could begin to really create and give the community a competitive environment to foster.

But it takes a spark, and then people to blow on the flames.
 
I could see the argument about balance going either way. Some already strong classes/specs get unnecessary abilities (Aspect of the Cheetah, Guard, Dash, Drain Soul, etc.), other classes get spells they really need.

You can't, though. The current bracket will always be held back by the reason it actually exists. Whether it's because of skill or gear disadvantages, a good amount of the people that make it pop are dead weight in a competitive atmosphere (This doesn't just apply to F2Ps, the few Battle for Gilneas games I've been in were just as terrible as the average WSG). It's far too difficult to get evenly matched teams in pugs consistently enough to make it worth queuing. Group queuing and skype calls just ruin pugs when the baseline is this low. Wargames are the only option, and they come with their own set of headaches.

Now, there is a bracket out there we could take a look at for competitive games with a few extra buttons...it even comes with dual spec and a few new 10v10 BGs to mix things up! I don't have the experience to decide if it's the right time for a revival or the time on my hands to really work on it, but 39s could be worth considering.
 
39's are great but we would have to have a designated night. I have personally made and deleted two near BiS toons in the last year for the 39 bracket. Deleted them because of lack of a activity.

Why delete?

Swoops, I agree and have brought that up before. But lately 19 wargames have been going on that could easily be 29 instead.

Sure it is. Perhaps it make no sense for someone such as yourself. For me,I have deleted many twinks. Why keep them if you are not going to play them and you need room for another. I have no emotional attachment to my twinks. They are just make believe characters. What is nonsensical the attachment between players and their toons.

So you don't have lag time or wasted time in general remake if the bracket is trying to start.

Personally I'd pay the $10 to transfer of I truly needed the char slot.
