Unfortunately the people who got the US 10-19 bracket started/revived rarely or do not play EU. I myself would help in anyway I can but I only play US. If you want to revive the EU side of 10-19.

You will need to get into contact with guild leaders who are still playing 10-19 (or 20-29 as most of them have been doing 19's for a while). You will also need to setup a time and date. Start with 1 day a week and work your way to more activity, to my knowledge EU has been (unfortunately) dead, longer than US 10-19 bracket (even with the reintroduction of arenas). Your going to need at least 10 people each side, regardless of class. Which on the US side has led to some imba games since primarily SCC has been queing 3-7 people while the horde has 2-5 people from the same guild consistently in BGs. Thus, horde pick up more randoms then alliance do, which is something to consider.

Here is how it should go down in priority in regards to reviving a bracket.

1) Arenas consistently during "peak times"
2) Movement toward WSG once a week
3) Movement toward WSG more than once a week.
4) War Games and Premades

War Games can be put higher on the list, however those require two premade groups to accomplish, which is why I put it along with premades. I am not sure how to encourage EU to get active again, I personally feel an active EU 10-19 player would have to step into the ring to accomplish that.
